Judge denies bond reduction for man who tried to run over Bismarck officer, found wounded in SD

BISMARCK — South Central District Judge James Hill has denied a lower bond to the 22-year-old man accused of trying to run over a Bismarck police officer who was later found in South Dakota with wounds from being shot at by police.

Ulises Villalobos-Alvarado appeared via interactive television Tuesday in Burleigh County District Court, accompanied by appointed counsel Bobbi Weiler, who asked Hill to reduce her client’s $500,000 cash bond to $10,000.

Weiler said the defendant has family in Plaza in Mountrail County, where he also has a warrant for another case. She also stressed that other clients in similar cases have had their bond set at $10,000 cash and "in this case, I don’t believe there’s an allegation the victim was actually harmed."

Burleigh County Assistant State’s Attorney Tessa Vaagen resisted a bond reduction for multiple reasons, citing Villalobos-Alvarado’s perceived risk to the community and law enforcement officers, his flight risk and the criminal record he has already acquired at 22.
