Man accused of 2009 rape of boy, 7, in Windsor Locks

Tuesday, Oct. 23, 2019. A man is facing charges that he raped a 7-year-old boy in a shower more than a decade ago in Windsor Locks, causing the boy to scream in pain and bringing his mother into the bathroom, where she has said she saw some of the incident.

Joshua Louis Allard, 36, of the Moosup section of Plainfield, is charged with first-degree sexual assault and risk of injury to a child under a provision dealing with indecent intimate contact. He was arrested Jan. 15 and released on $150,000 bond a week later, court records show.

Authorities allege that the rape occurred in September or October 2009. In February 2011, while the state Department of Children and Families was involved with the family on another matter, the boy’s mother told DCF that she had walked into the bathroom about two years earlier and seen Allard trying to have sexual intercourse with her son, police say.

When DCF personnel questioned Allard at that time about the mother’s allegations, he replied, “I don’t know what she is talking about” and said he had never been inappropriate with the boy, according to Windsor Locks police Detective Dawn Morini’s summary of a DCF report.

When Morini, along with a sergeant and a DCF investigator, knocked on Allard’s door last September, he refused to identify himself, ordered them off his property, and closed the door, the detective reported.
